在介绍中部概况的基础上,分析了建立中部区域创新体系的必要性和意义;在阐述基于"四三结构"的区域创新体系运行模型的基础上,提出了建立中部区域创新体系的总体思路;最后从3个层面提出了落实总体思路的建议,即成立创新发展推进组织,实施包括产学研合作重大项目、科技基础条件平台、产业创新联盟、园区创新服务体系在内的"四大"示范工程,以及完善包括基金、财税、人才、金融、信息在内的"五大"支撑体系。
采用案例研究的方法,研究和剖析了具有典型代表性的华为公司进行知识创新的状况。研究发现,华为知识创新的整个历程基本上可划分为4个阶段。华为在这4个阶段的发展状况,揭示出企业成功实现知识创新的一些要点。这些经验为其它企业成功开展知识创新活动提供了良好的启示和借鉴。

由于集群风险预警、识别研究相对薄弱,导致集群风险治理相对缺乏针对性,因此应加强集群风险预警、识别、干预。基于集群具有公共性特点、转型期政府相对强势、行业协会等发育有限的事实,我国集群风险治理还要注意发挥政府主导作用,并逐渐过渡到各方共同治理。风险治理过程中既要注意各种风险的差异,又要关注集群风险的交互作用和动态变化。集群各行为主体要树立风险意识,但不能对风险过敏。

代建项目中,委托人与代建人之间权责的合理划分,是代建制的经济、社会效应充分发挥的前提基础,但如何合理划分却是一个严重困扰实践工作者的普遍难题。分析了代建制项目权责划分的迷思,对湖南省在四川理县的灾后重建援助项目实施代建制进行了实证研究,在此基础上建立了代建制项目权责划分的经济学模型,最后依据实践经验与理论模型结论提出了政策建议。
